How can one program this board? Is a serial cable from PC to the STDV730F board sufficient ? Or extra hardware is required for it ?

To Program this uC, it requires serial cable and Flash Programmer. Flash Programmer loads *.hex file from PC to uC via Serial Cable. Embest Flash Programmer is for STDV730F.
